Winners for presidentialvice presidential race should have been proclaimed last night but canvassing of votes was stalled due to twenty eight clustered precincts from Mindanao districts failed to transmit special election results . President-apparent Senator Noynoy Aquino , son of famed democracy icon of the country is ready to be proclaimed the soonest , to divert public ' s mind that there will be no smooth transition of power from the outgoing government .
